The Newly Constituted Governing Board of NaCCA Holds its First Meeting and Orientation for the Board Members

The newly constituted Governing Board of the National Council for Curriculum and Assessment (NaCCA) held its 1st ordinary meeting and orientation for its members at the AH Hotel, Accra from the 19th to 20th August, 2025. The distinguished members of the Board, led by its chairman, Prof. Vincent Assanful, and members of the Management of the Council gathered to deliberate on key issues; bordering on the functions of NaCCA. The focus of the deliberations was to ensure that NaCCA remains at the forefront of the development of curriculum and assessment and curriculum standards to ensure quality education for all children at the pre-tertiary level in Ghana.

The two days programme commenced with an orientation for members of the newly constituted Board on the first day.  The Chairman of the Governing Board, Prof.  Assanful, opened the session with a statement, which emphasised the importance of the strategic direction of the Board and its collaboration with the Management in advancing NaCCA’s agenda.

The orientation featured an insightful presentation by Prof. George Oduro, Technical Advisor to the Hon. Minister of Education, who took members through the roles and responsibilities of the Governing Board of NaCCA. Presenting on the theme “Council dynamics: Building a Mission-Focused Governance Team”, Prof. Oduro emphasised the governance role of the Board members as against the management roles of NaCCA.  Prof. Oduro reminded members that their corporate responsibilities as Board members must overide any representational interest. He concluded his presentation with some key take aways; the responsibility of the Governing Board is to ensure that NaCCA fulfils its mandate efficiently and effectively, devoid of partisanship and guided by the Act establishing NaCCA. He again emphasised the need for members of the Board to be collectively responsible for all decisions taking by the Board. These decisions, he reiterated, should be guided by consensus and in the interest of NaCCA, and not based on directives from elsewhere.

The Public Service Commission (PSC) team, ably led by Dr. Mrs. Stella Agyenim-Boateng, the Vice Chairperson, also took members through Corporate Governance and HR Policy Framework for public service organisations. Their presentation highlighted the distinct roles, responsibilities, and obligations of the Board Chairman, Members, CEO and Secretary to the Board. The presentation also touched on the importance of transparency, accountability, and ethical leadership in public service including NaCCA.

The last presentation, on the first day, was done by Mr. Kwabena Biritwum, a representative from the Ministry of Finance. He took members through the Public Financial Management (PFM) Act and its Amendments, indicating the Board’s oversight responsibility and the operational responsibility of the Director-General in ensuring sound financial management practices and adherence to the PFM Act.

During the meeting of the Board, on the second day, the Director-General of NaCCA, Prof. Samuel Bekoe, presented his vision, with thematic areas and strategies to ensure the attainment of the vision to the Governing Board.   Prof. Bekoe stated that his vision is to “develop NaCCA into a world-class organisation of excellence, in establishing curriculum and assessment standards, and developing curriculum and assessment tools for quality education at the pre-tertiary level in Ghana”. He indicated that he would be attaining this vision by ensuring excellence in research, monitoring and evaluation of curriculum and assessment, excellence in developing curriculum standards and curricula, excellence in developing assessment standards and tools, and effective and responsive management and administration among others. Although, he acknowledged that there will be challenges, he pointed out existing opportunities that could be harnessed to surmount the challenges. Prof. Samuel Bekoe therefore called on the Governing Board to give him all the support that he needs to enable NaCCA achieve its mandate and become an internally recognised place of excellence.  

Directorates/Heads of all Directorates and Units under the Council took turns to present the status of activities at their respective Directorates/Units to the Governing Board. This was to keep members of the Board abreast with all the activities and also the financial standing of NaCCA.  

The 1st Ordinary Governing Board Meeting was a significant milestone for NaCCA as it marks the first engagement between Management and the Governing Board.

Prof. Assanful   reiterated the board’s commitment to working with Management to achieve the mandate of NaCCA.
