The Human Resource and Administration Directorate is mandated to provide technical and operational leadership in Human Resource and Administration for the achievement of mandate of the Council.

 

Core Functions:

• Develops and review human resource systems and structure.
• Oversees the implementation of human resource programmes and activities on recruitment, performance management, staff welfare, career management, grievance management and succession planning within the Council.
• Advises management on human resource policies, labour laws and regulations.
• Supervises the organisation of meetings, seminars, conferences, and workshops for the Council.
• Develops guidelines, processes and procedures for requisition, ordering, receiving, inspection, storage and payment of goods.
• Prepares procurement plans and ensure timely procurement of goods and services of the Council.
• Develops and maintain management information systems.
